The reality is that many people who ask questions are just window-shopping. They're not committed to hiring a photographer. It's like browsing in a store without any intention to buy.

Most of those who are truly seeking photography services will also seek different quotations.

Let's not forget about those commercial jobs where the staff need to submit at least three quotations to their companies. There's a high chance that the lowest quote will get the job. This means that photographers who analyse the realistic effort needed for the shoot and therefore give higher quotations, are likely to be rejected, ending up wasting their time.

Lastly, there's also a chance that the person already has a photographer in mind and is simply getting additional quotations, especially from those photographers who are more confident in their work and will quote a higher rate.
